The Public Service Commission (PSC) is established under the Public Service Act No. 8 of 2002 (hereinafter referred to as the “Act”), and became operational on 7th January, 2004. The establishment of the PSC is amongst the efforts to implement the Public Service Management and Employment Policy of 1998 (revised 2008) and Public Service Act No. 8 of 2002 as amended in 2007. The main responsibility of the PSC is to ensure that Appointing and Disciplinary Authorities in the Public Service comply with HR Rules, regulations and procedures when performing their duties and to receive and act on appeals from the decisions of other public bodies and disciplinary authorities. In implementing the above policy framework, Public Service institutions are to adopt Management and employment policy principles which will enable them to make the best use of scarce Human Resources through efficient and effective recruitment, promotion and discipline their staff, among others. ...
